ABSTRACT
Academi Wales is the Welsh Government centre for leadership excellence and has a unique position in its ability to both develop and influence the skills, knowledge and behaviours of those working and leading in the public sector in Wales. If indeed organisations like Academi Wales can impact on and develop the leadership of public sector organisations, it must consider how the development it delivers facilitates how individuals connect their personal purpose with the need to add public value. Academi Wales therefore can influence to a greater or lesser degree how those it engages with create public value in society and as such seeks to understand how it can enable others positively in this endeavour. In order to deliver a public value for society, it has to be commonly understood, judged both for fairness and efficiency and effectiveness whilst also being underpinned by legitimacy and support, linked to organisational capacity and the value chain of the organisation.
