ABSTRACT

This chapter argues that changes in the form and focus of stakeholder participation heralded by the new public value management suggest that larger governments may have an engagement advantage over their smaller neighbours. Public organizations across the world are increasingly urged to refocus their strategies on the pursuit of public value. In each local government area social and personal services organizations per 1000 capita registering for value added. The sense of efficacy underwriting participation in the administrative processes of local governments needs to be assessed rather differently to traditional approaches. Local governments with panels are likely to have made other efforts to extend participation opportunities to their citizens. The sign for the population size variable in the second model is negative as before, however, it is no longer statistically significant, which implies that large local governments may at least be able to mitigate the disengagement associated with bigness by introducing a citizen panel.
