ABSTRACT

This chapter provides a case study on the Portuguese municipality of Barreiro, a neighbouring town of Lisbon. It examines whether the Barreiro municipality could use the public value scorecard (PVSC) as a connection framework and a tool to tackle its problems and create commitment. The PVSC indicates areas where action could be taken due to relevant discrepancies between the different shareholders’ views. The participants were introduced to the public value concept and the PVSC methodology in a 60-minute workshop. The chapter describes the Barreiro municipality’s situation, the implications of relevant academic theory as well as the PVSC’s practical use as a connection framework. Trust and relationship would have to be built physically at first, but after some time the platform could then be built digitally. The building a platform initiative was regarded as a good opportunity that was politically acceptable and could be profitable.
