ABSTRACT

This chapter provides the EU PacTVET initiatives that support global, regional, and national frameworks and policies that prioritise building resilience to climate change and natural hazards through human resource development facilitated by accredited qualifications. Professionalising the resilience sector requires accredited qualifications and on-the-job training. In fact, what is included is a methodology that recognises the value of traditional knowledge-based solutions in specific local contexts and ensures that the solutions are included in resilience-building strategies. An industry certification scheme for practitioners that sets the benchmark of quality for the resilience sector will be based on qualifications and experience and will include recognition of current competencies and prior learning. To a large extent, the process by which climate change adaptation and disaster risk management are included across the Pacific Islands region is by integrating climate change into regional and national development policy.
