ABSTRACT

In Brazil, the social issue has always been considered a secondary issue. Similarly to the South of the United States, the formation of the country relied on the large estate, slavery and monoculture tripod. Public services and the cash transfer programs play such an essential role in a country with vast parts of the population facing prolonged poverty and marginalization. During the Workers' Party (PT) governments, of presidents Luis Inacio Lula da Silva and Dilma Roussef, many cash transfer programs were kept or established. The Family Allowance Program is the widest conditional cash transfer program in the world. The Program is based on three key foundations: cash transfer, conditionalities and the complementary programs. According Tereza Campello and Marcelo C. Neri, with the cash transfer, one seeks to provide the families with immediate relief from poverty and the conditionalities would expand the access to basic social rights.
