ABSTRACT

Public affairs (PA) refers to those communication and engagement activities taking place between an organization and its public policy stakeholders about issues of related interest. Public policy refers to institutions of public governance, officials who are responsible for developing or enforcing public policy, processes whereby citizens of a nation state establish laws and regulations, and the stake-seeking actors who aim to influence governance policies. Among the most popular public affairs communication (PAC) activities would include government affairs/relations, issue management (and advertising), lobbying (including direct and grassroots) and political actions/engagement, public advocacy, community relations and social responsibility (CSR) initiatives. The fact that organizations and stakeholders have related interests does not indicate that the interests will be equal in any sense, but rather that their resolution can and may be competitively and interactively influenced by both parties to a greater or lesser extent.
