ABSTRACT

The difference between equity and equality is frequently misunderstood, particularly in city planning where historical policies and practices intentionally utilised race and class to segregate specific populations. In Baltimore City, racism resulting from historic policies and planning has led to disenfranchised communities and inequitable access to resources and opportunities. The city of Baltimore’s Office of Sustainability strives to directly address racism and classism by utilising equity as a lens for all climate change and resilience planning and implementation processes. This chapter touches on the historic, current and predicted stressors and shocks in Baltimore and describes how equity has been the backbone for engagement, outreach, coordination and plan development and implementation.
