ABSTRACT

This chapter uses a multilevel modeling approach to analyze the extent of rural-urban spatial disproportionality in rental subsidy programs of the U.S. Department of Housing and Urban Development (HUD) across counties in the 48 contiguous states. Results indicate that rural residents in poverty are less likely to receive rental subsidies by approximately 2.7–8.7 percentage points, based on different rural-urban geographical and model specifications, than poor urban residents.
