ABSTRACT

The implementation of the resolution adopted by the September Plenary Meeting of the CPSU Central Committee on improving industrial management, perfecting planning, and strengthening the economic stimulation of industrial production will be of immense significance. Under the new conditions the USSR State Planning Committee, as the sole union-republic planning body, must ensure the correct organization of all the work involved in drafting scientifically substantiated plans for the development of the country's economy. One of the primary tasks of the USSR State Planning Committee is that of intensifying work in improving the methodology of planning and achieving optimum plans. The improvement of industrial management and planning must be combined with expansion of the economic independence and initiative of industrial enterprises on the basis of comprehensive cost accounting. The large-scale introduction of economic stimuli means the improvement of economic relations both within enterprises and among them.
