ABSTRACT
Planned price formation is a most important aspect of economic life. The State Committee on Prices attached to the state Planning Committee of the USSR has been charged with the preparation of proposals concerning the basic trends, stages and organization of efforts to improve industrial wholesale prices. Prices are not only a tool in planned accounting, but also a powerful lever in economic stimulation. The apparatus of full labor outlays is suitable for substantiating the general trends in the dynamics of wholesale prices in a long-run period. The magnitude of the norm can be determined precisely on the basis of an optimal long-term plan for the development of the economy. The principle of optimality should always be taken into consideration in solving the methodological problems involved in improving price formation. The necessary computations can be carried out only on the basis of interbranch balances of output and assets with the help of electronic computers.
