ABSTRACT

Various types of nonproletarian ideas are extremely common in the Fourth Army, and they greatly hinder the application of the Party's correct line. Unless these ideas are thoroughly corrected, the Fourth Army cannot possibly shoulder the tasks assigned to it in China's great revolutionary struggle. Since the Fourth Army of the Red Army accepted the directives of the Central Committee, there has been a great decrease in the manifestations of ultra-democracy. Organizational matters of the Party in the Red Army have now reached an especially critical period, particularly with the poor quality of Party members and organizational slackening. The effect on the Red Army's leadership and execution of policy is especially great. The Congress has formulated a detailed analysis and decision on this problem. Comrades should take their stand in the spirit of the Congress, and work hard to reform the Party's organization.
