ABSTRACT
The General Political Department of the Chinese People's Liberation Army issued an outline concerning the participation of the Armed Forces in the work of socialist construction. It called for each military unit to make an even greater contribution by participating in socialist construction in an organized and planned way in order to realize gradually the industrialization of the nation and the commune, and the mechanization and electrification of agriculture. The outline demands that every military unit frequently pay attention to assisting the locale improve and strengthen the people's militia, carry out the Party's policy of "everyone a soldier", and make the people's militia truly become the shock force on the production front and the military's excellent reserve force. Finally, the outline points out that, while the military units participating in socialist construction must proceed under the unified planning of the local Party committees, the military personnel must also treat and study their local work experience seriously.
