ABSTRACT

Departmental chauvinism and division of power, obstruction of information and fragmentation of administration across governmental departments and divisions have hindered departmental governance in pursuit of traditional values, such as division of labor, specialization and efficiency. Departmental chauvinism and the like has diminished the merits of scale and integrated effect of the response mechanism of public emergencies and resulted in “response failure” in public emergencies. From the perspective of the joint response mechanism of public emergencies, China is stepping into holistic governance reform.
