ABSTRACT

From one point of view, the restoration of the Scottish Parliament is a very small and timid step forward. Its powers are so limited and so restricted by Westminster that it is weaker than the subordinate parliaments of most federal states. For an ancient sovereign nation, which has never completely lost its identity and autonomy, it could be said to be more of an insult than a compliment. Can we not be trusted to run our own broadcasting, to say nothing of taxation and foreign affairs?
