ABSTRACT

The Arab revolts in 2011 offered the U.S. an immediate chance to prove its declared promotion of democracy. At the same time, U.S. politics faced a dilemma of priorities between fulfilling their proclaimed duty to support emerging democracies, while at the same time rapidly establishing security in a region increasingly in upheaval. By analysing the rhetoric and U.S. policy practices towards the five transitory governments, this chapter seeks to examine whether U.S. policy towards Tunisia during the transitory period focused on 192democracy promotion, on security consolidation or on a combination of the two.
