ABSTRACT

This chapter explores the factors behind the success of the Culture Yard and the city development project of which it is a part. It applies a meso-level governance perspective on the Culture Yard as a municipal arts organization, and map the central independent factors generating the successful outcomes that have been acknowledged so far. The meso-level governance perspective means identifying independent factors at both a political and administrative level as well as at an organizational level, in order to explain the successful outcome of the Culture Yard. The Culture Yard in Helsingor, Denmark, is a municipal space for concerts, theatre, performances, events and exhibitions; located in a former shipyard area of the city that also houses the city's main library and a cafe/restaurant. The basis for the very existence of the Culture Yard was the decision of the City of Helsingor to embark on a cultural city development strategy.
