ABSTRACT

This chapter describes and analyses a part of the urban governance pattern in Barcelona that is considered essential for social integration. The process of decentralization started in Barcelona with the democratic reform of municipalities. The chapter defines some features of local government in relation to the different roles given to city dwellers. The main function of local government as understood by market-oriented models is to administer services in competition with the private sector. Social capital is defined as the social networks and the links of reciprocity and trust that are generated between the members of a community due to the experience given by social interaction and co-operation. The associative map of Barcelona shows a strong social capital based on solid social and associative networks. The development of instruments of participation at the district level has been one of the most significant effects of decentralization for citizens.
