ABSTRACT
Information technologies (ITs) and the underlying telecommunication infrastructure play an important part in the globalisation of political, economical and sociocultural affairs. However only a few groups can leave their mark on this process, by way of controlling markets or by influencing policy. With regard to IT and telecom activities in the South, international organisations are principal actors by means of technical trainings and loans which are often linked to economic cooperation.
