ABSTRACT
The answers to the question raised in the title of this paper can be sought at many levels of analysis. I consider the local community level the most relevant one, and this level is analysed in the third part of the paper, but case studies must be situated in a wider context. I have chosen demographic indicators for this contextualisation, as indicators of structural changes. They are presented in the first part of the paper.
