ABSTRACT

The case study in this chapter was conducted within the research activities of the African Workers' Participation Development Programme (APADEP). This study gives a historical background on the emergence and development of workers' participation in Ghana. It discusses in some detail the structures and functioning of workers' participation in the state-owned enterprise. The first initiative taken by the Provisional National Defence Council (PNDC) regime, which was intended to empower workers at the workplace and national levels was the formation of People's Defence Committees (PDC) early 1982. The general problems that impede privatisation in Ghana, as in other developing countries such as the lack of developed capital markets, the opposition from a strong trade union movement and the poor financial performance of most state-owned enterprises which make them less attractive to private investors has slowed down the process. With the wave of privatisation sweeping across the country, workers' participation really seems at the crossroads.
