ABSTRACT
This chapter suggests that in some way the suggestions excluded "a full and free flow of fact and argument to the audience". The BBC, being capable in principle of a strategic command decision, which will offend many entrenched interests, than is independent television with its convention of unanimous consent. The main vehicle of daily television journalism would be an hour-long "flagship" programme scheduled from Monday to Friday five days a week between, say, 10 pm and 11 pm, replacing the traditional 9 or 10 o'clock news programmes. This programme would carry the news headlines and would then concentrate on the major news stories of the day. The journalists would be responsible for supplying journalistic input to all programmes in the news-and affairs department, though producers would be entirely free to draw also on outside talent. The whole of the staff of the unified news-and affairs department would be organized into two parallel echelons under the head of the department.
