ABSTRACT
Problems linked with poverty - specifically urban poverty and social exclusion - have become central issues not only in Germany but also in many other EU member states. More than one quarter of all Europeans depending on their own income - are regarded as 'poor', which means they receive less than 50% of the national average in the country where they reside.
