ABSTRACT

This conclusion outlines some considerations concerning the operational role of the OSCE in South-Eastern Europe. The co-operation between the countries of Western Europe, of Central Europe and of Eastern Europe inaugurated at Helsinki should today concentrate its efforts on paying greater attention to those belonging to national minorities, the eternal victims of political and military struggles. The recent Istanbul Summit reminded us that the OSCE approach to security has two aspects. The Istanbul Summit Declaration highlighted the extent of the problems which confront the OSCE. The Stability pact for South-Eastern Europe, elaborated on the initiative of the European Union and placed under the auspices of the OSCE, will contribute efficiently to the assurance of stability in this region of Europe. To assure the stability in the whole of the zone of participating States, in particular in South-Eastern Europe, the OSCE institutions should be reinforced. The Charter opportunely draws some guidelines to respond to this goal.
