ABSTRACT

This chapter seeks to provide some empirical referents for the conceptual linkages between development and security by determining the perceptions of women migrant workers about development, security, and the linkages between these two concepts. It looks at the attempts of the governments of the Philippines and Indonesia to address the issues and concerns of women migrant workers. Understanding women migrant workers’ definitions of development and security is crucial in determining the implications of such understanding for public policy, advocacy, and action–both for the state and civil society. The chapter focuses on the meaning of human development and human security at the level of the individual. Majority of the Indonesian participants consisted of women who had received primary education only. The chapter is concerned with the implications of international labor migration for the human development and human security of women migrant workers, the human dimension of the concepts of development and security.
