ABSTRACT
Leadership requires vision. To be effective, however, this vision must be combined with the courage and confidence to promote policies that are not welcomed among some segments of society. The record of the G7/8 in promoting trade illustrates the achievements that co-operative leadership provides when this leadership is consistent. With civil society increasingly questioning the merits of multilateral trade liberalisation, it is imperative that the G8 show effective leadership consistently.
