ABSTRACT
The needs of children and their caregivers are protected by the Constitution of South Africa. However, no holistic integrated system exists to address children’s needs. Currently their needs must be addressed through a diversity of largely segregated and uncoordinated channels and services, including those provided by the state, NGOs, communities and households/families.
