ABSTRACT

This chapter reviews the Arab capabilities in the field of science and technology, analyzes the framework of policies adopted, and finds out their strengths and weaknesses. The Arab countries face a number of serious challenges with the consolidation of a new world economic order, characterized by increasing globalization, competition and an increasing role of knowledge-based products in determining trade value and directions. The chapter discusses an applicable alternative framework that can enhance science and technology activities in the Arab world in light of other international experiences. It shows that regional collaboration can improve the efficiency and productivity of such a framework. Although no Arab country provides a sufficiently large internal market, the Arab world as a whole does provide ample opportunities for frequent and repeated applications of most industrial and civil engineering technologies. Most research and development performed in Arab countries is of wide application in other Arab countries due to the similarities of structures and common problems.
