ABSTRACT

Resettlement in Norway is to a large degree governed by the principle of rights, the principle of normality and the import model of welfare services. The resettlement process is therefore not only the responsibility of the Correctional Service, but shared between many public services. Central elements in the work of prison staff are to ensure access to services and coordinating different measures in the resettlement process. The prisoners’ needs are often extensive and complex, demanding comprehensive efforts and cooperation between the services. Several measures are implemented at all organizational levels in the Correctional Service in order to overcome the challenge of coordinating the efforts. A discretionary release system, where the Correctional Service are in power to decide whether an early release should be granted, makes early release timing unpredictable. This complicates the coordination of services further.
