ABSTRACT

The Finnish Road Administration operates under supervision of the Ministry of Transport and Communications. In 2000 Ministry drew up guidelines for long-term planning of whole transport sector, setting the target for the year 2025. According to the guidelines of the Ministry, the objective of the transport policy is intelligent and sustainable traffic and transport, which takes into account economic, ecological, social and cultural aspects. The guidelines present a vision of the transport system, taking into accounts various policies and plans, adopted during the recent years by the Government. Some major changes are taking place in the Finnish society, setting new requirements for road management and development. The rest of the targets are qualitative, mainly indicating in general terms the direction of the desired development or the desired state of affairs. Finland is a sparsely inhabited, large country with long distances. The production and export infrastructure – such as forestry logistics – require effective transport from all comers of the country.
