ABSTRACT
Most people are not even aware of the meaning of sovereignty. In response to people who invoke the notion of sovereignty it doesn't do us much good to go back into the historical meaning of the term. Senator Jesse Helms is not being ridiculous if what he is really saying is, "the reason I insist on the US sovereignty is that I don't want to see an erosion toward world government that would do these things. Some day we might really regret not standing up for certain values we hold dear, even though sometimes you might not want to sit down and specifically address those values". The rapidly expanding content and philosophy of human rights law is another fear on the part of Mr. Helms. The United States wants to protect the principles and institutions of democracy and extend democracy's reach.
