Between 1992 and 1995, tens of thousands of Bosnians were killed and over two million were forced from their homes.2 No genocide in history has been better documented and more publicized while it occurred. The world stood by while:

Many of the survivors of these brutal events remain displaced from their pre-war homes four years after the fighting ended. This paper gives an overview of the problems facing returning refugees, and then focuses on efforts to rebuild and return to the town of Kozarac. The 1991 census of Bosnia counted a total population of just under 4.4

million. Approximately 2.3 million people, slightly over half the population, left their homes during the war and soon afterwards. About 1.3 million of these people became refugees in other parts of the former Yugoslavia or in other countries. Another million people remained in Bosnia as displaced persons.4
