ABSTRACT

This chapter examines the idea of a 21st Century Concert of Powers within the context of nuclear weapons and the global nuclear order. The authors argue that the historical and contemporary nuclear orders provide excellent cases for thinking about the relationship between the primary institutions of an order based on great power understandings and the current global nuclear order consisting of a dense and complex network of secondary institutions. The chapter thus provides a theoretical framework for a concert in the nuclear context and suggests that such a concert would be desirable.
