ABSTRACT

Modern public relations in China began after President Deng Xiaoping initiated the economic reform that opened the country to the Western world in 1978. People-to-people diplomacy, or public diplomacy, has been regarded as the practice and activity of conducting propaganda or communication between representatives of sovereign states or regions. During Hu Jintao's administration, the political ideology and the per-capita GDP in China had reached the category of a middle-income country, and the situation of inequality of wealth distribution was becoming more evident. The current president Xi Jinping's administration has taken to widely promote the Chinese Dream, but it was during the second half of Hu Jintao's leadership that the idea of the Chinese Dream began. 'One Belt, One Road' is a Chinese national strategy and framework that was originally designed to establish an 'economic corridor' connecting primarily countries in Asia and Europe. In 1992, Signitzer and Coombs posited that public relations and public diplomacy shared similar goals and methodologies.
