ABSTRACT

This chapter discusses seven different Gender Equality Duty policies in greater detail including: gender impact analysis, women’s advisory committees, gender equity in employment, flextime and job sharing, pay equity, expanding service hours, and supporting victims of domestic violence. Increasing the visibility of gender and gender equality as a strategy to improve local government performance is essential to meet the demands and expectations of the male and female public. The Texas City Management Association is a large professional association of local government officials committed to the council-manager form of government in the state of Texas. A gender equality approach acknowledges the fact that men and women have different needs, that access to power and resources is unequal, and that the expectations and responsibilities of each group are linked to traditional gender role stereotypes. A gender equality focus, by necessity, recognizes that different strategies are required to create equal opportunities for women.
