ABSTRACT

This conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. The book argues that a crisis in managerial leadership is a primary reason for government program failure in many respects. It suggests that chaos theory provides a better approach to the new normal when program failure is tied to environmental changes. Thus, managerial leadership in public administration has its challenges, as discussed by those who have based their conclusions in the public interest literature and subscribe to New Public Service as a counterbalance to New Public Management. Public sector managers must walk a tightrope between efficiency and accountability when pursuing public sector change and innovation. It is also understood that practitioners and scholars alike should realize the necessity of taking correctives to better integrate constructive and positive leadership prescriptions to public policy innovations to ensure a greater likelihood of success.
