ABSTRACT

This chapter describes the deployment of chaos theory’s mathematical and qualitative structures, laws, and policies can address the majority of issues within the physical, built, and human environments. Laws and policies are derived from prior leadership action in response to natural, technological, and man-made disasters. Understanding the role of chaos theory in disasters and policies employed to mitigate, prepare for, respond to, and recover from a disaster is key to building resilient communities. As research in disaster policy, psychology, and emergency management has expanded, chaos theory has demonstrated the ability to develop laws and policies that consider the sensitivity of the issue. The acceptance of chaos theory in other fields is expanding, but the question of how to use chaos theory in the development of disaster policy can create some confusion. Chaos theory provides a dynamic structure for predictive analysis or function.
