ABSTRACT

This chapter analyses the application of recent policy changes in English education for non-majors in higher education. Regarding the case of universities in Khanh Hoa Province, the chapter identifies possible reasons why the standard of English achievement for these non-major tertiary students does not meet the requirements established by the Vietnamese government’s Circular No. 01/2014/TT-BGDDT dated January 24th, 2014. This policy’s adoption of the European Common Framework is a key element of the country’s 2020 and 2025 plan to improve English teaching and learning. This chapter provides analysis of the current state of application of these policies to general English education for non-majors in higher education to identify possible explanations why tertiary graduates are not meeting these standards and suggests some solutions for raising the quality of English education, especially in regional universities in Vietnam.
