ABSTRACT

Thus, the goal of this chapter is to summarize the current status of population health measurement and suggest ways that leaders in public health and the health care system can use data to improve population health. The chapter begins by discussing three major approaches to population health improvement and identifying their population health measurement needs. The next section addresses

the development of population health measures, stressing the importance of having the denominator and an appropriate measurement framework, distinguishing between process and outcome measures, and designing measures with a focus on accountability. All of these issues, along with issues of validity and reliability that are beyond the scope of this chapter, are covered in more depth in a longer paper (Stoto 2015) from which this chapter is drawn.
