ABSTRACT

This chapter presents a review of the key issues, consensus, and gaps related to substance abuse prevention from a multicultural perspective. Based upon our review of issues, we propose a model for substance abuse research and prevention (Figure 1). The issues reviewed were identified through extensive dialogue among the workshop participants, which included the authors of the State-of-the-Art-Reviews (previous chapters), other academics, and community-based practitioners involved with substance abuse prevention. Rather than summarize all chapters and discussions, we focus here on identifying and discussing the important themes and their implications for substance abuse prevention research and action. These issues are grouped into three categories: (1) multiculturalism and risks prevention, (2) key issues affecting substance abuse prevention, and (3) recommendations—including the importance of a community-based participatory prevention strategy using the new public health paradigm.
