ABSTRACT

The General Assembly engages itself from time to time in efforts at encouraging coordination. Witness its resolutions on "Strengthening the coordination of humanitarian emergency assistance in the United Nations. "The main object of international policy-making, of international supervisory efforts, and of international cooperation with technical assistance, is to encourage states to implement international standards at the national level. Definitional efforts the way both toward policy decisions for governments and toward treatment by mental health professionals in individual cases. They undergird efforts at implementation and at coordination. Efforts at implementing standards and generally dealing with the manifestations of traumatic stress take place at both the national and the international level. States are the units with the appropriate administrative structures. Dissemination of standards is an activity in which the secretariats of involved organizations have a leading role. Dissemination is a task in which non-governmental organizations have a special role to play.
