ABSTRACT
Attempts by the federal government to aid cities may have unanticipated results. The Urban Mass Transportation Act of 1964 (UMTA) and its amended version, the National Mass Transportation Assistance Act of 1974 (NMTAA), apparently address a clear need of many cities [1]. But implementation of large public programs is very complex in our society. Problems never conceived during the legislative process can arise when a program is established.
