ABSTRACT

This chapter explores requirements for developing and enhancing international cooperation in cyberspace, and presents the obstacles faced on this pathway in the context of a recent military campaign. Sharing information and practices is essential to build understanding and, eventually, trust between international partners. In the next decades, the effectiveness of the US cyber force will be linked to its ability to build strong, durable, and reciprocal partnership at an international level. Harnessing cultural diversity through coalitions can reinforce cyber defense.
