ABSTRACT

This chapter focuses on the concept of innovation and its application in cyber operations. The authors distinguish between four types of innovation: disruptive, breakthrough, sustaining, and incremental innovations. Despite considerable innovations that have taken place in the domain of cyber defense, new types of innovation will be necessary to effectively counter those taking place on the offensive side of cyber. These innovations, the authors argue, should focus on disruptive cyber defense. They should also be deployed as part of a broader cyber strategy to counter asymmetric cyber threats.
