ABSTRACT

This conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. The book discusses the challenges that Korean public administration confronts. The influence of politics over administration is characterized by a hierarchical integration of politics and administration in which the president is located at the apex. Welfare and social security, environmental policy, and informatization policy have become important public agenda items in Korea. The Korean civil service system tries to overcome such instability through the institutionalization and rationalization of policymaking processes. The book shows that the specialization of government functions and appropriate differentiation in the central government system are important in realizing economic development. It explores the characteristics and sources of Korean administrative culture that have played a major role in public administration and its service delivery.
