ABSTRACT

This chapter describes the characteristics of Korean government and public organizations. It examines the historical development of Korean government organizations. The chapter explains the state of government organizations and discusses public organizations such as public corporations and quasi-governmental organizations. The historical development of Korean public administration has encompassed four phases: nation building to design a constitutional framework and institutional arrangement; modernization to industrialize and urbanize the society for economic prosperity; democratization to establish civilian rule and strengthen a liberal democratic political system; and advancement to enhance the overall level of the country. The Government Organization Act prescribes the outline for the establishment of national government organizations and the scope of their functions. The Ministry of the Interior is responsible for affairs related to national administration, government organizations, and e-government. Public organizations are established and operated by the investment or financial support of the Korean government.
