Quality of care is also measured as satisfaction of beneficiaries. The quality of medical care defined by Steffen is the “capacity of elements of that care to achieve legitimate medical and nonmedical goals, set by the patients in consultation with the physician” (1988, 56). The BPJS Law set a target of 85 percent of beneficiaries reporting satisfaction with health services by 2019. Repeated surveys of the satisfaction of beneficiaries will be conducted by BPJS every six months. Benefits and services to beneficiaries will be evaluated annually.
