Streets are defined as the public roads and spaces between private buildings in cities, towns or villages for people and vehicles. Streets are complicated spaces. They serve a wide range of functions from providing access and the foreground to buildings, to accommodating drainage and service channels. The publication of the Manual for streets in 2007 and 2011, covering England and Wales, reflected this critical shift in street design policy. The access road network is designed with the following in mind: road access to all private garages, and necessary tradesmen. An 'environmental area' is surrounded by distributor roads from which access to the properties within is gained solely via the access roads within it. Conventionally roads were designed so that cars could be parked on both sides, and two cars could still pass. Layout should discourage traffic using the roads as a cut-through, and should also ensure that the speed of the legitimate traffic is kept low.
