ABSTRACT

It is always dicult to cast a critical eye over a project that has yet to be built. Thus we are unable to assess the material reality of a specic project even when many measures under way or planned before the launch of this project (or group of sub-projects: more than 650) have subsequently been subsumed into the same ‘brand’.1 We can certainly examine the course the project will take, and formulate hypotheses on its raison d’être and probable impact on residents’ lives (see Figure 6.1). This is, however, a risky venture, made riskier still by the complete lack of any analysis calling into question the project’s positive impact.
