ABSTRACT

This chapter focuses on the integration of the system for Integrated Environmental Zoning (IEZ) in Dutch spatial planning at the local level. It addresses the central question how IEZ can be procedurally integrated with Dutch spatial planning, in order to cope with this tension between the spatial planning and the environmental policy. The chapter contains some suggestions to improve the incorporation and implementation of integrated environmental zoning in spatial planning policy. The process of integrated environmental zoning consists of three stages: investigation of the environmental situation and the spatial structure; administrative decision making; and implementation and execution of the results. The Dutch system for local land use planning is characterised by two types of spatial plans; a strategic plan and a more operational one. In the pilot project in Arnhem, the central element is an industrial area located close to the inner city.
