ABSTRACT

This chapter investigates Samhall after report on the Swedish Health Insurance System, the Swedish system for sheltered employment. Sheltered employment was introduced in Sweden in a variety of forms during the 1960s. The responsibility was local and shared by a large number of agencies. In 1980 a central state-controlled foundation was created. This foundation was later transformed into a state-owned company: Samhall AB. To begin with, the Committee emphasizes that the main purpose of the new labour market policy measure General Sheltered Employment will be to promote the rehabilitation and development of people with occupational disabilities. The Committee also believes that individuals with occupational disabilities should primarily have access to employment in the open labour market. The Committee's main finding is that the existing labour market policy and social objectives of this type of employment cannot be achieved by the state relying on a single company, Samhall AB.
